Should a Sydney business hire a marketing consultant or an agency?
Hire the consultant when the open question is where the money should go, and the agency when you already know and need the work done every week. A quick test: if your reports and your bank account disagree about what last quarter's ads returned, settle that first, because an agency will otherwise keep spending against numbers nobody trusts. Will you come to our office?
